Acceptable ratio of foreign workers in the field of retail sales and in the field of sports within the territory of the Russian Federation was defined for year 2014.

Decree of the Government of the Russian Federation dated December 19, 2013 No. 1191 sets acceptable ratio of foreign workers, engaged by economic entities, conducting business in the field of retail sales and in the field of sports within the territory of the Russian Federation for year 2014. The document was produced by the Ministry of Labour and Social Protection of the Russian Federation with consideration for regional specific features of labour market and the need for employment of citizens of the Russian Federation on a priority basis.

More specifically, acceptable ratio of foreign workers, engaged by economic entities, conducting business within the territory of the Russian Federation is as follows:

For economic entities, conducting business in the field of retail sales of alcoholic beverages, including beer, - 15% of the total number of employees, engaged by the economic entities (acceptable ratio of foreign workers engagement in the aforementioned field was reduced by 10% in comparison with year 2013);

For economic entities, conducting other types of businesses in the field of sports, - 25% of the total number of employees, engaged by the economic entities.

In addition, engagement of foreign workers in retail sales of pharmaceutical products, retail sales from stalls and within marketplaces, other types of retail sales outside of shops is not foreseen (ratio of foreigners in the aforementioned fields equals to 0% of the total number of employees).

Economic entities must adjust the number of engaged foreign workers in compliance with specified acceptable values before January 1, 2014.
