The permit to employ foreign workers and the work permit for the citizens who must obtain a visa.

In accordance with Clause 4, Article 13 of Federal Law of 25 July 2002 No. 115-F3 ‘‘On the rights set forth for foreign citizens in the Russian Federation,’’ foreign citizens and persons without citizenship have the right to work in Russia only upon acquisition of a work permit. The required conditions are not extended to foreign citizens and peoples without citizenship:
permanent residents in the Russian Federation;
temporary residents in the Russian Federation;
employees of diplomatic delegations, workers for the consular offices of foreign governments, employees of foreign organizations, and also people serving in the households of the above-mentioned officials;
workers of foreign companies (manufacturers or suppliers), those performing mechanical installation, those involved in repair service or repair of equipment imported to the Russian Federation which is under warantee;
journalists accredited in the Russian Federation;
students in the Russian Federation working during their breaks;
students who work on campus during their free time in same universities/schools in which they study.
Those invited to the Russian Federation as teachers to lead classes in educational institutions, except for those entering the Russian Federation to teach classes in institutions of professional non-secular education (seminary school).

Furthemore, in accordance with the Decision of the Higher Council of Belarussia and Russia of 22 June 1996 No. 4, citizens of the Belorussian Republic who work in the territory of the Russian Federation as citizens of Russia, e.i: without registration of any required documents.

In accordance with Clause 1 Article 2 of the Federal Law from 25 July 2002 No. 115-F3 ‘‘On the rights set forth for foreign citizens in the Russian Federation,’’ as well as Clause 20 of the Governmental Decree of the Russian Federation of 15 November, 2006 No. 681 ‘‘On the order of the issuing of required documents for foreign citizens to work temporarily in the Russian Federation,’’ a work permit is the document confirming the foreign worker’s right to work during their time in the territory of the Russian Federation.

Work permits are issued to foreign citizens over the age of 18.

Federal Law No. 110-F3 of 18 July 2006 ‘‘On modifications and changes in Federal Law No. 115-F3 of 25 July 2002. ‘‘On the rights set forth for foreign citizens in the Russian Federation,’’ there are two systems of registration for required authorized documents:
for foreign citizens, staying in Russia in accordance with the visa regulation;
for foreign citizens, staying in Russia in accordance with a visa-free entry.

Government fees include:

* 2,000 rubles for processing work permits (the permission for the right to work) for foreign citizens (for each foreign worker)
